The rising cost of living has caused widespread chaos. With the rich/poor divide steadily increasing life is becoming harder and more stressful. The economy troubles have effected the entire globe, and instead of uniting against the problem it is causing conflict. Even in countries their is conflict meaning that the cities are all left to fend for themselves, creating there own cultures and laws.
Such a city is Hallow City, a place of many groups of people. There are the Rich that live their lives happily, the economy slump effecting them little to none. They live mainly in cut off neighbourhoods, separated from the 'scum' that live outside. That scum consists of the average civilians and those unfortunate to slip between the cracks and become homeless. The civilians lead stressful lives, trying to squeeze onto every penny so that they don't join the ranks of the homeless. With all the businesses going bankrupt there is a lack of jobs and so surplus of unemployed people willing to work for pennies. So the wages have been severely cut and with the rising cost of living things are hard. Then there is the rising figure of homeless living on the streets. They band together in gangs mainly, finding shelter in the dark forgotten places of Hallow City.
With all the stress of living and bitterness at the Rich and the divide between them, the civilians are unsurprisingly unable to leave things as they are. So there has been an increase in riots tearing through the city, civilians rebelling the only way they know how. The biggest riot which caused the death of many civilians and police was the final straw for the mayor. Who decided the only way to bring order was with more forceful methods. So he started putting big sums of the remaining money into the police force, employing more and buying them more high tech equipment and weapons. Essentially building himself an army, one that he used to crush the protesters with force.
The mayor also had the brainchild of the clean up the streets program. One that hoped to decrease the population of Hallow City, wipe the slate clean and start again. So all members of the population not contributing to society, as in the homeless, were set to be exterminated. The Strike team of the police lead by the chief of police was the brutal enforcers of this new plan. Going out day and night and slaughtering the homeless regardless of age or gener in secret. This goes unnoticed as all the other members of Hallow City are too busy with their own problems. There is one ray of hope however in the form of the resistance, a group of homeless banding together to fight the police, whilst also trying to get the homeless back into work.
Throughout all this chaos there is also a rising number of criminals, the police being too busy with other problems to enforce anything. Meaning that Hallow city has become a dangerous place, civilians afraid of attack by police and criminals. Most people are only able to get what they need, any comforts or pleasures having long gone out the window, with not enough money to buy them.
